Everytime countries have problem with eachother, instead of big war, wouldn't it be better if the leaders?

That question has been asked by folks since the beginning of the first war. No one has ever found a way to make that work. I've often wondered why we don't send in a sniper to do away with crazy leaders who want war. You kill a snake by cutting off its head.
